Course Description: This 2 hour seminar covers the 1992 Lead-Based Paint Hazard Reduction Act and will provide attendees with an understanding of the EPA’s new Renovation, Repair & Painting Rules that become effective April 22, 2010. This new rule will apply to renovations for compensation in residential buildings, day-care centers and schools built prior to 1978. 250,000 children are being injured each year from lead based paint and 60% of the cases are caused by renovation activity. The course will cover how the rule will affect property managers, what triggers the rule and the severe penalties for failure to comply with the new rule.

EPA will not take enforcement action for violations of the rule’s firm certification requirement until October 1, 2010, and will not enforce certification requirements against individual renovation workers if they apply to enroll in certified renovator classes by September 30, 2010 and complete the training by December 31, 2010.
You will acquire the skills, knowledge and certification to comply with EPA’s Renovation, Repair and Painting Rule while learning safe work practices for renovating housing with lead-based paint. This training is required for any contractor who is involved in any construction activity that may disturb lead–based paint in housing constructed prior to 1978, in facilities that can be occupied by children under the age of six, or where pregnant women reside.

This one-day course trains students to conduct non-abatement lead dust clearance testing. At the end of the course, students will understand the Federal, State and Indian Tribe regulatory requirements for lead dust clearance testing; conduct a visual inspection and correctly identify visible dust, debris, and deteriorated paint; appropriately determine where to take dust samples and how to develop a sampling strategy; collect dust samples in accordance with standard acceptable procedures; interpret the results of a laboratory analysis for lead in dust per appropriate clearance standards; apply these skills to conduct an appropriate lead dust clearance test in post-renovation and other circumstances; and write a complete, accurate, and understandable report of sampling results.
